Supervising Attorney, Legal Advocates for Children and Youth, San Jose, CA.

Legal Advocates for Children and Youth (LACY) is a program of the Law Foundation of Silicon Valley, a private non-profit organization established to secure justice and protect human rights by providing legal advocacy, counseling and access to the legal system for those who would otherwise be unrepresented.  LACY advances the legal rights of minors in Santa Clara County, empowering them to lead healthy and productive lives.  We listen to, advise, and advocate for our clients to ensure their voices are heard and their rights are protected.

LACY provides free legal and related social services to the youth of Santa Clara County primarily through its in-house projects.  LACY’s Clearinghouse and Referral Services provides referrals to legal and social service providers; Education Law Project assists students in enrollment, school discipline, and special education matters; Emancipation Project helps youth evaluate the impact of emancipation and guides them through the court process; School Based Legal Clinic provides confidential representation and advice to students attending Andrew Hill High School;  Guardianship Project helps families formalize a child’s living arrangements when a parent is unable to provide a safe and stable home; Homeless Youth Project, a collaboration with agencies working with homeless youth in Santa Clara County, helps homeless and runaway youth with various noncriminal legal issues; Safe Families Project provides education, information, legal advice, advocacy, and representation for pregnant and parenting teens in the areas of paternity, child custody and support, visitation, adoption, benefits, and domestic violence; Safe Teens Project provides representation, case management, and safety planning for teens involved in unhealthy relationships; and our Transitional Foster Youth Project assists young people exiting the foster care system and kinship care in Santa Clara and San Mateo Counties.

Job Description 

The Supervising Attorney works closely with LACY’s Directing Attorney to supervise the program’s legal work, maintain and grow funding resources, and manage the administrative aspects of the program.

The Supervising Attorney is a full-time position that reports to LACY’s Directing Attorney.  LACY currently has a total of 13 staff. 

Duties

  • Manage the work of LACY including supervision of staff and casework, and management of planning and administrative needs;
  • Work closely with LACY Directing Attorney in development and implementation of program’s policies and procedures and program development;
  • Track policy and legal developments in the area of children’s rights;
  • Represent LACY at meetings run by the court, county, or stakeholders;
  • Provide advocacy and representation to clients to the extent permitted by supervisory activities;
  • Oversee and participate in education and outreach to community about legal issues confronted by children and youth;
  • Public relations with government contractors and the community;
  • Participate with LACY Directing Attorney in application for, negotiation, and management of contracts and grants for funding of program;
  • Participate with LACY Directing Attorney in budgeting and monitoring of expenditures;
  • Participate in Law Foundation and LACY fundraising events.
  • Oversight of volunteers and pro bono attorney programming

 

Desired Qualifications 

 

  • Five years of experience in public interest law or advocacy services;
  • California Bar Membership or ability to practice law in California;
  • Experience in supervision and management;
  • Demonstrated commitment to the rights of children;
  • Direct experience in child advocacy, including family law, dependency, and education;
  • Experience in program administration, fiscal management, and grant and report writing;
  • Demonstrated commitment and ability to work with underrepresented communities, such as clients of diverse ethnic and cultural backgrounds and who speak other languages;
  • Ability to communicate effectively both orally and in writing;
  • Experience in using Microsoft Word, Outlook, Excel and Access;
  • Valid California Driver’s License.

Salary

The salary range for the Supervising Attorney position is $60,000 - $76,000, depending on the persons experience and level of skill, plus excellent benefits package (including health, dental, and life insurance, 401k employer match of 4% after first year, generous vacation and holidays, paid state and local bar dues, annual training stipend, and more).

Minimum Requirements

Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Management, or a closely related field –and– Three years of highly responsible experience managing one or more major administrative support functions such as finance and budget, or human resources at the level of the Los Angeles County class of Administrative Services Manager III** or higher OR Five years of progressively responsible administrative experience in the analysis and resolution of problems in areas such as  financial management, organization, programs, personnel, budget, or systems and procedures; three years of which must have been managing a major administrative support function such as finance and budget, or human resources at the level of the Los Angeles County class of Administrative Services Manager III or higher.

**In the County of Los Angeles, Administrative Services Manager III directs a major central staff section providing budget, personnel, or other administrative services to a medium to large size County department.

Desirable Qualifications 

Knowledge and experience providing financial and administrative services in a large urban social or human services agency with complex State and federal funding streams, particularly Title IV of the Social Security Act.

Experience in the practices and procedures of governmental budgeting, finance, operations, capital projects, legislative analysis, organization and management studies, compensation policy, risk management, marketing, and asset management.

Knowledge of relevant State, federal laws, statutes and regulations.  Experience in a public or non profit social or human services organization with statewide operation or multifaceted programs.  Experience and understanding of the public service environment and the ability to effectively direct a diverse workforce and to work cooperatively with related agencies and personnel.  Ability to effectively interact with public officials, management and professional staff, and the public.  Strong communication and oral presentation skills.

Salary

$120,038 - $181,687
